Search ‘hot works permit template’ and the top result is an American NFPA form written to a different code. Below it sit guides that describe a permit but do not give you one, raw PDFs uploaded by a business park and a Scottish tender portal, and two software companies whose ‘template’ is a trial sign-up.

Describe the hot work

Permit number, site, the exact location, what is being done and with what, who is doing it, and a valid-from and valid-to time. The permit prints ‘VOID after’ the end time — one task, one permit.

Confirm the twelve precautions

Combustibles cleared or covered, gaps sealed, extinguisher within reach, fire watch nominated, detection isolated and notified, sparks contained, equipment inspected, cylinders secured, ventilation, adjacent areas, emergency procedure, insurer conditions. Tick each one as it is done.

Sign, fire-watch, cancel

The authorised person issues it, the operative accepts it, the fire watch records timed checks after the work stops, and the permit is cancelled once the area is cold and safe. Sign on screen or on the printed sheet.

What a hot works permit is

A written authorisation for one task, one place, one time window

Hot work is anything that produces a flame, sparks or enough heat to start a fire: welding, cutting, grinding, brazing and soldering with a torch, bitumen boilers, heat guns near combustibles. A hot works permit is the written check that the precautions are in place before that work starts, that a named person authorised it, and that someone watched the area after it stopped.

No UK statute names a ‘hot works permit’. What the law requires is a suitable and sufficient risk assessment and a safe system of work (Health and Safety at Work etc. Act 1974 s.2; Management of Health and Safety at Work Regulations 1999 reg. 3), fire precautions under the Regulatory Reform (Fire Safety) Order 2005, and managed risks on construction sites under CDM 2015. The permit is how you evidence all of that — and for most construction contracts your insurer requires one under the Joint Code of Practice, Fire Prevention on Construction Sites.

The fire watch

Sixty minutes is the floor, not the rule

The traditional fire watch is a minimum of 60 minutes after hot work stops. The Joint Code of Practice, 10th edition (published July 2025 by the FPA and RISCAuthority), goes further: the watch runs during the work and afterwards, with checks at intervals of no more than 20 minutes, and it is extended — up to two or three hours where the risk assessment says so — before the permit is signed off. Some insurers require longer still.

That is why this permit has a minutes field you set, a row for each timed check, and a final ‘area cold and safe’ time. It records what actually happened, not a box that says 60.
