Yes — on every construction project
Under CDM 2015 a construction phase plan is required for every construction project, including domestic work. Where there's one contractor they prepare it; where there's more than one, the principal contractor does.
It must be ready before construction work starts and kept as a live document, updated as the job changes. Keep it proportionate — a small job needs a short, focused plan, not a ring binder.
Notifiable projects and the F10
A construction phase plan is always needed. Notifying HSE with an F10 is separate — only required where a project is expected to last more than 30 working days with more than 20 workers at once, or exceed 500 person-days.
The tool has an F10 field for when it applies, but the plan itself is needed either way.
